Vocational courses available to inmates include building and custodial maintenance, carpentry, electrical, masonry, plumbing and heating, printing, paint brush and roller fabrication, welding, business, and machining. Additionally, Elmira has a mental health unit that can diagnose and treat offenders. The capacity of Elmira Correctional Facility is about 1800 inmates. Elmira CF serves two roles, as a reception center responsible for the intake/d classification of inmates, and it a high-security prison. It is operated by the New York State Department of Corrections and Community Supervision. The facility operates 24/7 and conforms to the New York State Commission of Corrections Minimum Standards and other applicable laws. The Tioga County Jail is a direct supervision, maximum security correctional facility, authorized to house 104 inmates.
