Elmira retained a focus on younger offenders until some time in the 1990s. In 1970 the complex was renamed the Elmira Correctional and Reception Center.
This facility also participate in the Correctional Industries allowing inmates to work in a printing plant, cast aluminum foundry, and paint brush and roller manufacturing shop. Vocational courses available to inmates include building and custodial maintenance, carpentry, electrical, masonry, plumbing and heating, printing, paint brush and roller fabrication, welding, business, and machining. Additionally, Elmira has a mental health unit that can diagnose and treat offenders. The capacity of Elmira Correctional Facility is about 1800 inmates. Elmira CF serves two roles, as a reception center responsible for the intake/d classification of inmates, and it a high-security prison. It is operated by the New York State Department of Corrections and Community Supervision. The Division has received and currently maintains accreditation through the Joint Accreditation Committee of the New York State Commission of Corrections and the New York State Sheriff’s Institute.Ĭorrection Officers are hired in accordance with the NYS Civil Service Law and are New York State Certified Peace Officers The facility also houses inmates from other county jails within New York State, State Parole violators and Federal Inmates for the U.S. The facility houses both male and female inmates, ages 16 and older.
The facility operates 24/7 and conforms to the New York State Commission of Corrections Minimum Standards and other applicable laws. The Tioga County Jail is a direct supervision, maximum security correctional facility, authorized to house 104 inmates.
